City of Osaka was one of the origins of Japanese modern (westernized) medicine in the middle of 19th Century. When Hospira Japan was looking into opening an office, we eventually chose Osaka because of its established business environment, good infrastructures for both business and private life, and reasonable expense required for a newly born company.
